Who was the famous criminal who timed police response time?

I think it was John Dillinger but I'm not a hundred percent sure. I also remember (vaguely so I'm not 100% sure) that he was a bank robber. You'll only get best answer if you can provide some sort of source, preferably online. Thanks.
