Is the Philippines experiencing a different kind of crime wave?

With so many crime incident reported in the news I just though to ask the present people residing in the Philippines today if there is such thing as crime wave. The recently robbery of a jewelry shop in a Mall in Bicutan as shown in the cctv shows brazen or contemptuous boldness in the part of the robbers merely walking into the shop even if a security guard is standing in front of the store suddenly smash the glasses and another one with something in a plastic also smash the same glass counter of the store while the security guard suddenly took off or run out of there. These group hurl a fragmented grenade in the mall upon their escape with almost half a million pesos of jewelry. It is quite obvious while the PNP wipe out or gun down a different kind of groups of car nappers and robbers a new breed or group emerge as a substitute for the fallen one. A cycle that never end. The only crime wave I read was in the 1930's in the US with the infamous names such as Pretty Boy Floyd, Bonny and Clyde, Ma Barker, John Dillinger etc...that was the great depression in the US. Are we seeing the same thing in the Philippines at present? What do you think?
