Lifelong dark under eye circles?

I'm 17 years old and for as long as I can remember I've always had dark under eye circles. I've gone to the doctor to see what he thought of it but he just gave me allergy medicine which didn't help at all. does anyone have any advice on how to get rid of these dark circles? thanks!
