Why hasn't anyone made a movie on Al Capone?

i have always wondered why they make movies on dillinger and frank lucas but why hasn't anyone done a film about a guy everyone knows, Al Capone? Im not saying you have to make him the bad guy that everyone attracts to in the film like depp did for publice enemies, but just make the movie. whats everyone else's thoughts?
